ECAT Urges House Passage of U.S.-Peru Trade Promotion Agreement Implementation Act

Dear Madam Speaker:
On behalf of the members of the Emergency Committee for American Trade (ECAT), I am writing to urge you to support the prompt approval of the U.S.-Peru Trade Promotion Agreement Implementation Act, so that it can provide new opportunities for America as soon as possible.
Founded in 1967, ECAT is an organization of the heads of leading U.S. international business enterprises representing all major sectors of the American economy, with annual worldwide sales totaling over $2.5 trillion and more than six million employees.
For decades, the U.S. Congress has overwhelming approved trade preference programs with Peru as part of the Andean Trade Preference Act. These programs have provided Peruvian goods duty-free access to the United States. While the preference program has played a valuable role in promoting Peru’s economic development, it is a one-way, temporary initiative.
Now, for the first time, Congress has the opportunity to open Peru’s market to U.S. manufactured and agricultural goods and U.S. services, making the relationship both reciprocal and durable. This agreement will promote new economic opportunities for U.S. farmers, manufacturers, service providers and their workers by eliminating barriers in Peru’s market. It also will promote greater transparency and the rule of law in our own hemisphere. By making the relationship permanent, this agreement will continue and expand new economic opportunities and development for Peru as well.
The sooner this agreement is approved, the sooner it can start providing important benefits for U.S. farmers, companies and their workers. ECAT strongly urges Congressional approval of the U.S.-Peru Trade Promotion Agreement Implementation Act as soon as possible.
